The Australia Awards South and West Asia Program is managed by Scope
Global on behalf of and in cooperation with the Australian
Government’s Department of Foreign Affairs and Trade (DFAT).
It is a multi-country program with its central hub in Sri Lanka and
service delivery offices in five other countries of the region
– Bangladesh, Bhutan, the Maldives, Nepal and Pakistan
– as well as in Australia.
Australia Awards are provided to build the skills and knowledge of
individuals so that they can contribute to their country’s
development, and to support the ongoing development of links between
Australia and the countries to which it provides aid. The Australia
Awards are an important part of the Australian Government’s
focus on public and economic diplomacy, and provide long-term
Scholarships, Short Course Awards and other training opportunities,
including Informal Learning Opportunities (ILOs).
Australia Awards Sri Lanka is now recruiting an Adult Education
Specialist who will work under the direction of the Sri Lanka Country
Program Manager, and closely with DFAT staff at the Australian High
Commission, to design and implement ILOs and to lead the technical
design of short courses.
The position is offered on a full time, fixed term contract basis until
January , with a possibility for extension. The position is open
to both national and international candidates, and qualified female

staff from the Australian Government Department of Foreign Affairs and
Trade (DFAT) at the Australian High Commission in Sri Lanka, to design
and implement Informal Learning Opportunities (ILOs) and lead the
technical design of short courses for the Australia Awards Sri Lanka
program.
. Reporting/Working Relationships
The Specialist is based in the Australia Awards Sri Lanka office and
reports to the Country Program Manager. The Specialist will work
closely with DFAT staff, particularly in the design of ILOs. The
Specialist will also work closely with the Australia Awards Sri Lanka
Program Officers and the Manager, Short-term Activities who is based in
the Scope Global Head Office in Adelaide, Australia. Throughout the
course of their duties, the Specialist will liaise with partner
government departments and agencies, and Australian Government partner
organisations in Sri Lanka. The position is offered on a
full-time basis until January , with a possibility for extension.

Person Specification
Minimum Requirements/Key Selection Criteria
Essential
. Relevant tertiary qualifications in education, training, or human
resource development
. Strong knowledge of the Australian adult education market and
professional development and training organisations in Australia
. Good understanding of professional development, training and adult
education in Sri Lanka
. Ability to specify ILO development activities to a level of detail
suitable for procurement and sub-contracting
. Experience and demonstrated excellence in planning and project
management
. Demonstrated understanding of development and developing country
contexts – particularly the Australian Government’s
development priorities in Sri Lanka
. Excellent communication skills and experience of working effectively
across cultures with a diversity of clients
. Ability to be flexible and a team player and have a willingness to
take on additional tasks as necessary to assist in the effective design
and delivery of ILOs or other parts of the program

. Demonstrated ability to work with stakeholders and donors in
developing country contexts to identify and develop educational and
other professional development activities
. Demonstrated experience of working in the adult education sector in
Australia or in an international role which has required involvement in
the Australian education sector
. Demonstrated experience of working in the development sector in Sri
Lanka, particularly in the Australian Government’s priority
sectors
